LONDON ROAD SAFETY COUNCIL
MISSION STATEMENT (adopted at 2025 AGM)
Mission
The London Road Safety Council (LRSC) is an independent, non-profit advocacy group dedicated to improving road safety across London’s 31 boroughs and Westminster City Council and the City of London Corporation. We serve as a unique forum that combines the expertise of road safety officers with the political acumen of transport cabinet members, councillors, and other stakeholders. This synergy allows us to share best practice, collaborate on data-driven initiatives, and drive policy changes that make London’s streets safer for all users – pedestrians, cyclists, motorcyclists and motorists. We communicate directly with the general public via road safety education campaigns agreed by our members.
Vision
Our vision is for London to become a global leader in road safety, implementing a safe systems approach that aims to significantly reduce fatalities and serious injuries on our roads. Through evidence-based policymaking, public education, and cross-borough cooperation, we can create a transportation network that prioritises the safety and wellbeing of all Londoners, with particular focus on children, young people, and vulnerable road users.

- Passion: Our members are driven by a genuine commitment to creating safer streets and a more liveable city for all Londoners.
Key Activities
- Maintain our core focus on road safety whilst acknowledging the links between safety and other transport priorities
- Identify and address London-specific road safety challenges and opportunities, with particular attention to areas of deprivation and vulnerable road users
- Organise and promote agreed road safety education campaigns directly to the public
- Support boroughs in developing and implementing effective road safety interventions through best practice exchange
- Offer evidence-based discussion and scrutiny of road safety policies and programmes implemented in London
- Complement and constructively challenge the work of TfL, London Councils, and national bodies, maintaining our distinct focus on London-specific road safety issues
- Organise targeted training, workshops, and information sharing sessions on road safety topics
- Provide a forum for discussion of road safety activities and best practice between the 33 member authorities
Through these activities and guided by our values, we aim to contribute to making London’s roads safer for all users, leveraging the collective expertise and influence of London’s boroughs to create positive change in road safety outcomes.
Interactions with Other Bodies
- We provide constructive challenge to TfL, DfT, Police and other bodies which have a statutory, regulatory function
- We represent the collective position of London councils on road safety to other organisations and communities worldwide
- We maintain independence while working collaboratively with partner organisations to achieve shared road safety goals
This mission statement reflects our commitment to focusing on practical, achievable road safety improvements while maintaining ambitious goals for casualty reduction across London.
